Permits, Inspections, and the Questions to Ask Before You Sign in Hedwig Village
⚠️
This is the part most homeowners get wrong, and it is the part that costs the
most to fix after the fact.
Hedwig Village Is Not the City of Houston
Hedwig Village incorporated in 1954 specifically to avoid being annexed by Houston, and it
still runs its own municipal government. Permitting, inspections and code enforcement go through the Hedwig
Village building department at City Hall, 955 Piney Point Road, Houston, TX 77024, reachable at (713)
465-6009.
That matters for scheduling. A contractor who works Houston jobs all week and has never
pulled a village permit will learn the process on your bathroom, and the delay lands on your timeline, not
theirs. Verify the current permit requirements, fee schedule, and inspection process directly with the
village before work starts, because a village this size updates its procedures without a press release.

What the Code Actually Is Here
Texas Local Government Code Section 214.212 provides that the International Residential Code
applies to all construction, alteration, remodeling, enlargement and repair of residential structures in a
municipality, with municipalities free to adopt local amendments by ordinance after a public hearing.
So the 900 square inch and 30 inch numbers on this page are not a preference. They are the
baseline for your bathroom, and Hedwig Village may have local amendments on top of them. Ask which edition
the village has adopted and whether any local amendments apply to your scope.
When a Shower Needs a Permit
As a general rule across Texas jurisdictions, replacing a surface inside an existing opening
without moving plumbing is a lighter scope than a project that relocates a drain, changes a valve, alters
framing, or cuts a slab. Every one of the layout moves described on this page falls into the second
category.
If your project absorbs a closet, moves a drain, recesses a slab, or converts a door, plan on
a permit and inspections. Confirm the specifics with the village, and expect a contractor who says a permit
is unnecessary for that scope to be wrong.
